Large-scale traffic regulation called for by a special event, in many instances, greatly affects traffic conditions in areas peripheral to the traffic regulation. To grasp influences of traffic regulation on traffic conditions, especially in areas peripheral to the regulation is important in traffic management. However, there are only a few instances of investigating fluctuations in link travel times due to traffic regulation in areas peripheral to the regulation. This paper reports the results of an investigation and an analysis into to what extent link travel times fluctuated in areas peripheral to traffic regulation when enforced and how far from the regulation-enforced area was affected by such regulation, which were conducted by the Osaka Prefectural Police HQ by using field data collected from its traffic control system.
