Study on the highway weather safety forewarning hierarchy in flood season.

Due to heavy rain's serious impact on highway, Chinese repair situation is not optimistic. The forewarning work should start from May to the end of September every year. Because of the change of rainfall distribution, each of the various provinces suffers form different extent of disaster. Generally speaking, the weather phenomena trend forecast is dependent on the average case of the past years when facing a time period which is more than 30 days. There are many typhoons and corresponding rainfall in the southeastern coastal areas, particularly in the south. In this paper, by summarizing the data, analyzing the status in quo of Chinese highway weather, we get the virtual aspects of the hierarchy study, including inclement weather threat classification to highway operation in flood season, generation of forewarning information items, forewarning information issuance, feedback and tracing. Based on the weather threat classification, some modification is made to fit the need of highway demand, the forewarning information is generated by the professional highway weather engineer, and the completed information is released to the internal traffic system and the public, then the specific organization receives the feedback and tracks the influence regions' real-time weather and the traffic condition, and so on. Furthermore, the paper lays stress on analyzing the information flow, in order to shape a more thorough highway weather safety forewarning system mode which is the first in China. Among hierarchy, the feasibility of this mode is validated by the practical forewarning work when some typhoon happened within 2006, and gains the sufficient certification from highway weather workshop and Ministry of Communications of the People's Republic of China.
