The introduction of tolling on the primary road network of Greece (in the 1970's) has initially been operating as a means of raising revenue necessary for road maintenance services and new infrastructure construction. The continuous progress of all traffic characteristics and the increasingly frequent side-effect of congestion has given road pricing a potential multiple role. Reducing congestion and improving the environment are the two primary (new) objectives of road pricing. This paper examines the road user behaviour in response to the available transportation infrastructure and services and the pricing of these facilities. The aggregate of their responses determines the optimal price, a key issue in road pricing. More specifically, the study presents the review of a motorway network with toll facilities, and the analysis of the consequences of alternative toll rates.
