So far, ITS has been regarded as a system for the Developed Countries. From the beginning, ITS was discussed mainly among the North-America, Europe, Japan and Australia. But if we look at traffic problems such as accidents and congestion, developing countries have the same or worse situations as developed countries. This paper describes the situation of ITS in developing countries, especially Asian countries. The paper consists of two parts, ITS status in Asian countries and a study of recommended approach to introduce ITS in a provisional country. The investigation was done by questionnaires, analyzing statistical data, and visiting some countries. To classify the countries regarding ITS, needs and seeds are discussed in terms of traffic demand and infrastructure. ITS classification by the basic and the advanced is also discussed. (A*)
