The potential effectiveness of various types of speed bump configurations in reducing vehicle speeds, with determination of potential liability difficulties being limited to immediate damage or driver loss of control, is evaluated. Based on test data it concludes (1) Speed bumps tested are not effective in reducing vehicle speeds; (2) Speed bumps present a hazard to some vehicles (bicycle, motorcycle, fire truck); (3) It is probably impossible to design an effective narrow speed bump for all types of vehicles; and (4) Speed bumps would cause noise pollution in residential areas.
