The improvement of infrastructure for visually disabled persons has been advanced since early times in Japan. Although various countermeasures such as the acoustic signals and the braille blocks have been introduced, there are insufficient environmental considerations for pedestrians at intersections. On the other hand, by the progress of information technology, "Pedestrian ITS" such as the walking support system and the route guidance system, etc are developed by the National Institute for Land and Infrastructure Management (NILIM). In this stud, the pedestrian signals utilizing the visible light communication (VLC) technology for the visually disabled persons are described and the whole concept of information provision for crossing support at signalized intersection are considered using the result of a walking investigation and the questionnaire survey under simulated environmental conditions.
