In the Multi-Year Plan for Traffic Safety 1987-1990 the Dutch government has delegated, under certain conditions, the subsidies for traffic safety given to local authorities. The main reason was to have 25% less traffic victims in the year 2000. Local authorities are often better informed at the local level, of ways of reaching that goal. The first three years of the experiment are already evaluated in detail. Thereafter, the subsidies were modified and a project subsidy was introduced. The efficiency of this new subsidy is described and reviewed on the basis of ten concrete traffic safety projects.
