Between 1975 and 1984, there were a minimum of 48 serious and catastrophic railroad accidents involving substance abuse. As a result of Safety Board investigations and continued public pressure, a new Federal law was issued by the U.S. Department of Transportation to ensure that alcohol and drugs are not used on the railroads and that those operating employees who break the rules are removed from service.
