This article identifies several key factors for successful applications of Intelligent Transportation Systems (ITS), in relation to experience of the Trailmaster Freeway Management System operated by the Arizona Department of Transportation (ADOT). Especially important for ITS success are: (1) ensuring the skill levels of both contractors and in-house teams; (2) incremental equipment testing; and (3) best price procurement. One system manager should be responsible for system software development, and make use of the best available Computer Aided Software Engineering (CASE) tools. It is important to prequalify field equipment contractors, to obtain an experienced systems contractor which understands sophisticated electronic system installation. Public relations activities should be included at an early stage, to gain public support and understanding as a first step towards long-term ITS use; information should be provided about the results of spending tax funds for ITS. The first phase of the Trailmaster system for the Phoenix metropolitan area, AZ, USA, was opened in 1995. The initial system monitors and controls 67km of urban motorway, and includes loop detectors, closed-circuit television (CCTV) cameras, variable message signs, ramp meters, traffic interchange signals, and a tunnel management system.
