High rates of vehicle ownership in the USA and the encouragement to use private vehicles for the journey to work provided by free workplace parking have led to severe congestion. This policy favours the better off, usually white male employees. The introduction of cash-out incentives, prerequisites for cash-out schemes, construction of parking policy on the basis of cash-out schemes (including cyclists), attitudes of personnel, company travel plans, and implementation of a policy framework including parking policy and taxation are discussed.
