This article describes the system of vehicle surveillance and traffic management employed in two counties in the state of California, USA. A corridor traffic co-ordination program was planned to keep vehicles moving along streets parallel to two easily-congested interstate freeways, I-80 and I-880. Twenty-five agencies and cities participated in this, the East Bay SMART Corridor program. The objective of the program was to enhance operation of traffic signal systems by sensing traffic demands and producing solutions to incidents; displaying vehicle speeds, delays and congestion data to the public on a web site; emergency signal pre-emption to speed passage of emergency vehicles; and using surveillance video to promote effective traffic management. Non-intrusive traffic monitoring uses radar operating on solar power and employing radio communication. Intersections are monitored by multiple video cameras and public bus transport is improved by the use of automatic vehicle location technology. For the covering abstract see ITRD E118381.
