The goal of SUPREME (SUmmary and Publication of Best Practices in Road Safety in the EU-MEmber States plus Switzerland and Norway) was to collect, analyse, summarise and publish best practices in road safety in the Member States of the European Union, as well as in Switzerland and Norway. This report concerns suggested best practice road safety measures in category 6, enforcement. It is widely recognised that enhanced enforcement - especially when it is targeted to speeding, drink-driving and non-use of seat belts - is often the only (and cost-effective) way to achieve substantial improvement in road safety within a relatively short period (no more than a few years). On the other hand, it is known that there are large variations between Member States in the legal framework, strategic planning, tactical deployment and administrative issues concerning road traffic enforcement. The European Commission encourages Member States to intensify and harmonise their efforts in this field in order to promote the achievement of the current road safety goal. The aim of this thematic report on enforcement was to provide a well-grounded proposal for a few measures that would qualify as best practice measures in the field of enforcement. Consequently, the work the following sub-objectives were defined: * Brief description of relevant previous studies and reports; * Description on the SUPREME data collection process; * Overview of suggested best practice enforcement measures; * Analysis of suggested measures; * Recommendation for a few best measures.
