While Intelligent Transportation Systems (ITS), the application of information technology to surface transportation, provide significant benefits to surface transportation, they also introduce risks never before experienced in transportation. While offering increased information accessibility, it comes at the cost of increased vulnerability of the information system, much like those of the financial transactions information systems. To make systems more survivable, operators must understand what survivability entails and how it is much more than just security. ITS must be analyzed against a set of categorized threats and have the system services prioritized for dealing with imperfect environments. From the case studies performed in this project, a more survivable system can be built by including requirements for resistance, recognition, recovery, and adaptation to errors and intrusions and developing a Survivability Program. If ITS is to improve surface transportation, it must be survivable, which can only be done with due attention to development, deployment, and maintenance of the heart of ITS, the information system.
