Swedish experiences in relation to drink driving.

The author presents his findings and opinions about drink-driving in the light of Swedish experience. Drink-driving is a social problem that is related to alcohol and traffic problems and policies. It needs to be studied from both the actors' perspective and the structural perspective. Studies on the effects of drink-driving legislation should include research on the interactions between: (1) the legislative-political decision-making process; (2) the criminal justice decision-making process; and (3) the legal influence process. The criminal justice approach to drink-driving should always be complemented by the public health approach, drink-driving legislation is usually formulated in a political struggle between powerful groups, as a compromise based on: fundamental goals and values, basic public interests, special groups and interests, and different groups' perceptions of reality. Alcohol and vehicle manufacturers should be made more responsible for the negative and harmful effects of their products. Enough is now known about the effects of the most important countermeasures, to suggest effective programs on drink-driving. However, the political will to implement them is lacking.
