Swindon freight study : peak-period 'no-entry' controls.

This paper contains an assessment of peak-period 'no entry' controls on lorries to complement assessments of the corresponding whole-day controls given in a previous paper. It appears that the peak period controls would not provide a cost-effective method of reducing traffic congestion during peak periods and would be ineffective in reducing goods vehicle nuisance.
