SCATS is a computer based area traffic signal control system. It is a complete system of hardware, software and control philosophy. It operates in real-time, adjusting signal timings throughout the system in responses to variations in traffic demand and taffic capacity. The purpose of SCATS is to control traffic on an area basis rather than an individual unco-ordinated intersection basis. In most modern cities traffic densities are such that unco-ordinated operations of traffic signals simply cannot cope with the traffic.
