System architecture development in the Netherlands : a national guideline for the development of transport telematics.

The main port area in the Netherlands is one of the top-five ranking economic areas in the world, with the highest traffic and transport density in Europe. It is located in the area between Amsterdam and Rotterdam, with corridors to NorthRhine-Westfalia and the Flemish part of Belgium. Mobility in this area is highly at risk. Growth in travel and transport demand over the past years has been higher than extensions in the road network infrastructure can compensate for, resulting in more frequently occurring and longer lasting congestions. This endangers the accessibility of the main port area and threatens vital economic functions in the country. To control the traffic in the area an extensive national programme is being carried out for the development and deployment of traffic management and traveller information systems. A system architecture development will provide guidance to this programme.
