The Special Report comprises the proceedings of the workshop. The first papers are those presented at the introductory session; they review the current status of bridge building, materials, and systems building. Presented next are the summary reports of the chairmen of the 3 working sessions and of the chairmen of each of the 4 groups into which the sessions were divided. The report concludes with comments by participants during an informal discussion at the final workshop session.
