Traffic operations on the inbound Gulf Freeway were analyzed to determine if an acceptable level of service was being provided when an accident, stalled vehicle, or similar incident occurred on the freeway. Magnitude and frequency of congestions and delays were found to be significant and the conclusion was reached that a real-time freeway traffic information is required on the inbound of the Gulf Freeway when incidents occur on it. The operational results of the inbound system can be used as inputs to the design of the recommended total corridor system.
