New construction projects can disrupt traffic flow, limit access to various areas along a project, and create noise that could be disruptive to nearby residents. To minimize these issues, a project needs to be completed as quickly as possible while having minimal interference with existing traffic conditions and the lives of nearby residents. Nighttime construction can minimize traffic congestion and reduce the amount of time needed to complete the project. However, nighttime construction increases the potential noise impact on nearby residents and noise mitigation is needed to minimize the potential noise impact. By implementing effective nighttime construction noise control, the need to balance accelerated transit construction with minimal traffic congestion and noise impact to nearby residential areas can be accomplished. The nighttime noise mitigation plan for major structure activities used during the Transportation Expansion Project (T-REX) in Denver, Colorado is an excellent example of effective nighttime construction noise control program. The cornerstone of the mitigation plan was the use of mobile sound trailers, a 24-hour noise hotline, and noise monitoring.
