The big challenge of sustainable transport policy is often at the time when policy development moves to policy implementation and practical application, particularly in the area of travel demand management measures to encourage travel behaviour change such as bus priority measures, school and workplace travel plans, road pricing or parking management. Sustainable transport policy implementation in the UK and Singapore including London’s new congestion charge has been studied. In this era of a new Local Government Act requiring greater levels of public consultation, what are the criteria for successful policy implementation and how important are politicians in leading the process? How do you prepare your public for transport policy change and what is the best way to manage the complex consultation and communication process?
