There are formidable difficulties which hinder the widespread achievement of energy efficiency and environmental control technology and techniques in the transport sector. These barriers include lack of information and technical expertise, inappropriate regulatory framework and low financial incentives for the efficient use of fuels. This paper describes these barriers in both industrialised and developing countries. It examines the role of targeted information acquisition and dissemination programmes which use technology transfer to promote energy efficiency techniques. The paper draws on examples of successful programmes from Europe and describes how they can be used on other regions. Conclusions are drawn other regions. Conclusions are drawn on the most appropriate programme mechanisms and the Government-industry interactions for co-ordinating technology transfer and market acceptance. (A)
