This paper describes the tools and techniques developed to complete traffic data analysis on the M42 Active Traffic Management (ATM) Pilot. This analysis demonstrated that ATM had been successful in reducing congestion, improving the predictability of journey times and increasing motorway capacity. The roll-out of ATM at further locations across the English motorway network is known as Managed Motorways. The tools and techniques outlined in this paper are being used to assess new schemes and will need to be developed to enable the impacts of the individual schemes to be quantified. The paper is not intended to provide an assessment of the safety benefits ofATM and that this is covered elsewhere.
