Testing a decision-oriented framework to understand ITS deployment issues : lessons learned from the TravInfo ATIS project.

Deployment is at the forefront of current activity in California in the field of intelligent transportation systems. The importance of understanding deployment issues has led through a literature review and synthesis to the development of a decision-oriented framework proposed to help recognize and organize issues in the deployment of intelligent transportation systems. This framework was tested in the context of the TravInfo Advanced Traveler Information System deployment in the San Francisco Bay Area. TravInfo recently completed its Field Operational Test phase and entered a one year transitional phase in an "as-is" mode relative to operations, maintenance, administration, and management, focusing on achieving data coverage, data processing, marketing, management and administration objectives. The TravInfo case examination indicates that overall, the framework provides a useful methodology to coalesce issues into a more cohesive whole to help assess the likelihood of a successful deployment. Some refinements of the framework components are suggested as well as additional case study examinations. (A*)
