The moving observer method is a procedure commonly used to estimate the average flow and journey time of traffic on a road link through data collected from a moving vehicle. Moving observer tests appear to be surprisingly insensitive both to fluctuations in the speeds of vehicles and variations in flow along the road, and paradoxically, can sometimes be carried out without the use of a moving vehicle.
