Turning residential areas into 30-km/h zones is one of the 24 agreements in the “Startprogramma Duurzaam Veilig” <Sustained Safety Start-up Programme> (SDV) covenant of December 1997. As the places where traffic accidents occur in the living environment are extremely widespread, this necessitates a neighbourhood-wide approach. The objective of instituting 30-km/h zones is to limit the adverse effects of motorised traffic in the living environment. The exclusion of through-traffic and the imposition of a low speed limit on local traffic achieve the following goals: • Improving traffic safety; • Improving liveability; • Protecting the environment. Despite the provision of manuals, the realisation of the zones has led to (unnecessary) delays, diverging solutions and extra costs.
