This paper analyzes the problem of routing an automobile driver safety and efficiently from his origin to his destination. Present highway routing and navigational methods are examined in the framework of a systems analysis of the highway routing subsystem. The analysis traces the implications of removing three major constraints from the present highway routing sub-system. These constraints are (a) communications with drivers primarily exists as an "open loop"; (b) communication cannot be individualized but must be utilitarian; and (c) the highway and the automobile are separate entities.
