One method to solve congestion is to extend the road system. Other possibilities are to change people's behaviour of their time schedule. By interviewing 300 employees information has been obtained about motives for the choice of working hours andfor incidental deviations. The outcome indicates that changing working hours could be used as an instrument of a policy to reduce traffic congestion.
