Transport contributes greatly towards our prosperity. Partly because of the availability of goods transport, we can live the way we do. However, without adequate infrastructure, the transport industry cannot provide products for our daily needs. Over the past years, the number of traffic jams in the Netherlands has increased strongly. Because of this, the quality of service providing is coming under greater pressure; the reliability of road transport is decreasing. In the coming years, the number of traffic jams will increase further, while a more intelligent policy could decrease the traffic jams in the short and longer term. This report will discuss the following issues: • Traffic jams are bad for business as well as society • Lengthy procedures and shortage of money obstruct combating of traffic jams • Using scarce resources for a Quality network has advantages • Cost effectiveness is the key to a Quality network • The market mechanism solves traffic jams for less money • The transport industry asks for a Quality network and a mobility market.
