The first toll road in Indonesia was opened to traffic in 1978. There have been few studies undertaken on toll elasticities of travel demand on the toll roads in Indonesia. This report presents the results of the toll elasticity study on the Jakarta-Cikampek toll road, one of the busiest toll roads in Indonesia which has several experiences with toll changes. Elasticities were measured over different periods, for different levels of travel distance with the arc elasticity and shrinkage ratio method. The mean values of the overall toll-elasticities using the arc elasticity method for passenger cars (class 1) range from -0.28 plus or minus 0.24 (1 month analysis) to -0.43 plus or minus 0.24 (4 months analysis) and for commercial vehicles (class 2) range from -0.25 plus or minus 0.20 to -0.40 plus or minus 0.19. By using the shrinkage ratio, the results are range from -0.22 plus or minus 0.18 to -0.32 plus or minus 0.19 for class 1 and from -0.22 plus or minus 0.18 to -0.26 plus or minus 0.14 for class 2. Another important finding is that the medium-distance toll elasticities are significantly more inelastic than other short-distance (under 20 km.) and long-distance (over 40 km.) toll elasticities.
