Samenvatting
A planning framework is developed which provides a basis for the formulation of rational highway investment programmes at the regional level. The relationship between regional development goals and highway transportation system objectives is first discussed and a set of highway system objectives identified. Procedures for predicting the demands for highway transportation are then discussed and the need for the formulation of highway transportation supply and demand schedules established.
