The PAVER Pavement Management System has been used to evaluate pavement condition in Winnipeg since 1983. As a result, a substantial inventory has been developed of Pavement Condition Indexes (PCI) of street pavements in the City. This provides an up-to-date rating of any particular street pavement as well as a rate of deterioration for that pavement. The city's street pavements are grouped into the following four categories: (i) Regional Concrete, (ii) Regional Asphalt, (iii) District Concrete, and (iv) District Asphalt. The future condition of each pavement category is projected by using the applicable rate of deterioration. The projected pavement conditions are then utilized to determine the following required annual levels of renewal: pavement reconstructions, asphalt overlays/concrete repairs, and asphalt resurfacings. The annual cost of implementing the required pavement renewal program is compared with annual expenditures over the last ten years. The impact of varying the level of renewal on projected future pavement condition is evaluated. To implement the required pavement renewal program, alternative potential funding sources are reviewed and the costs of financing this program by the Pay As You Go and Debt Financing methods are compared. Three funding sources and related user fees are identifies for implementation to fund the required street pavement renewal program. (A)
