Samenvatting
Requirements of planning methods for short-range and low-capital transportation options within the context of two primary objectives are discussed. (1) The presentation of a fundamental set of behavioural principles which are relevant to the planning process and (2) the discussion of alternative methods for assessing the behavioural consequences of transportation changes.
