Most casualties among pedestrians and cyclists are caused in collision with a motor vehicle so that the most positive way to eliminate such collisions is to segregate the different types of road users. Much of the segregation today has been partial and unattractive. What is needed is a total reappraisal of the units that make up the traffic pattern so that equality of opportunity to travel by the various means available with equal safety and convenience.
