Transportation agencies are being challenged to find new ways of managing excess materials that are more cost-effective and environmentally acceptable. A 4 phased approach to managing excess materials is proposed in this paper. Phase I involves setting the organizational context in which new practices will be developed. During Phase II the problems are identified and prioritized. Phase III is the planning phase in which new options are identified, evaluated, and selected. As well, the implementation phase is planned. Finally, Phase IV is when the new options are implemented. (A)
