This handbook provides basic features of training for supervisors and workers in the work zone. It includes a detailed analysis of work zone components and types, general principles for a work zone installation, inspection and dismantling as well as examples of a proper setting up of specific work zone types. In general this handbook aims to use education and training as a tool for the improvement of the safety of workers at roadwork zones, and is also addressed to highway authorities, designers, contractors and other individuals and organizations responsible for traffic safety at road works. This handbook along with the multimedia training tool which will be available on line will give work zone workers and supervisors the necessary information to develop a basic understanding of traffic controls and safety procedures at work zones, and will raise their awareness and understanding of the general guidelines and procedures for implementing these controls in a proper manner. An e-testing module will allow the trainees, both workers and supervisors, to test their knowledge and understanding of the training material. The e-testing module has been developed and is presented in an appendix at the end of this document. The rest of the material presented in this report, including all the appendixes, will provide the basis for the development of the PREVENT project video. This video in turn will become integral part of the e-learning tool. The video will present all the components of this training material in a modular form. This will allow trainees to review the course material on-line and at their convenience. The modules may be reviewed at the trainee’s convenience. They will be presented in the suggested order and will include an average review time, so that a trainee may develop his/her training schedule. The suggested sequence of the modules and an outline of the training session is presented at the end of this report. Once the instructional modules have been reviewed, the training session will conclude with the e-testing module. The main target of this training material is the introduction of a common “best practice” methodology for roadwork traffic control design and operation. The recommended techniques are based on results of the harmonization of all the existing standards of the European countries, as they were presented in PREVENT WP1 report and also in the ARROWS project. In addition, the handbook presents principles, procedures, tips and checklists for the safe implementation of traffic controls at work zones. The handbook’s material may be used as a starting point for the development, modification and amplification of national guidelines for all the European countries. During reading this book, please keep in mind that the manual is not meant to replace existing national official standards, but is aimed to ensure that the people who work on the road will have the appropriate knowledge of how to use these standards in order to protect their own safety and the safety of the others. In addition, special emphasis is given to the integration of e-learning practices in the work zone safety education. We hope that this material will accomplish its goal and will offer work zone workers and supervisors a useful tool for understanding work zone traffic controls and safety procedures.
