This paper provides a partial description of the monitoring and prediction system that is under development in the DYNA project. This project is evaluated on a pilot network around the Dutch city of Rotterdam. The objectives of the paper are: (1) to describe the skeleton of a traffic model; (2) to indicate why the state space format is so appropriate; and (3) to elucidate the conditional independence statements inherent in its structure. The paper concentrates on the underlying graphical representation of the state space model.
