One of the purposes of police investigations of traffic accidents is to obtain evidence that a traffic law has been violated. Departmental policy should be to take appropriate enforcement action whenever evidence of a law violation is discovered in connection with a traffic accident. In principle, enforcement action should be taken by an officer at the scene of a collision whenever there is sufficient evidence available to support such action. The three kinds of offences which warrant arrest in connection with traffic accidents are: simple traffic law offences; complex traffic law offences; and non-vehicle offences.
