The traffic assignment is a hotspot in ITS research. Most of traffic assignment strategies are classified into the user optimum and system optimum based on Wardrop's first and second principle. In order to improve the utilization of road networks, a novel traffic assignment strategy based on the equivalent of traffic density is proposed in the paper. Because the solution to the traffic assignment is in fact a problem of combination optimisation, the genetic algorithm is used to search the optimum results. The simulation reveals that the new strategy can effectively optimise the traffic assignment on road networks and reduce the average travel time of vehicles.
