Traffic calming through the national roads in small towns and villages in Poland : case of Kobylnica Slupska (National Road No. 21).

The traffic, the spacial and environmental conditions of design and realization, range of legal, physical and organizational analysed and used traffic calming means on National Road No. 21 in Kobylnica Slupska (2,5 km from Slupsk, 2500 inhabitants, traffic density 5500 veh. (day and 17% of traffic heavy) are described in this paper. This modernization is taking place during August '94 - June '95. Implementation the traffic calming itinerary through Kobylnica Stupska is the first realization of this idea in an interregional road in the national road network in Poland. This project and realization are the common initiative of locals authorities of Kobylnica, General and Regional Directory of Public Roads in Warsaw and Koszalin and Design Group AZ Plan from Warsaw. A safety level and the environment improvement, the reduction of negative influence by heavy traffic on quality of life, improvement of pedestrians and bicyclists traffic conditions and aesthetical street aspects are taken into consideration in the project. Limitation of traffic speeds to 40 km/h, adaptations and changes in street geometry, transformations of normal section between different transportation modes, pedestrian - bicycle itinerary in normal section through Kobylnica are used. Designers, locals and roads authorises and inhabitants are very interested in results of implementation of traffic calming through Kobylnica.
