This paper discusses the effects of introducing a major speed camera publicity and enforcement programme in the state of Victoria. Red light and speeding offence detection was significantly increased by the use of 60 new speed and 35 red light cameras. Large reductions were consequently seen in collisions, injuries and fatalities. A change in driver behaviour is described. The operation of the Traffic Infringement Management System (TIMS) is considered in more detail. The fully integrated traffic infringement processing and management information package has 26 external functional interfaces linking the database to over 40 external agencies. A high rate of productivity is seen as essential to the effectiveness of the programme. Other benefits have included better use of police resources and the significant amount of revenue
