This paper describes the key issues arising in the development of the TCC (Traffic Control) Project in England. The project involves a partnership between the UK Highways Agency and a private sector TCC Company. It is being procured by the UK Highways Agency as a private finance initiative (PFI) project within the overall context of the UK Governments Public Private Partnership (PPP) policy. Four consortia are currently bidding for the project. Contract award is anticipated in spring 2000 with a ten-year service contract period. Payment will be based on performance in the delivery of specified services. The TCC Co. will also be able to receive additional revenue from the sale of information to Value Added Service Providers (VASPS). This paper covers the development of the Scope of Services required from the private sector TCC Co. and the relationship with the other interested parties and stakeholders in the strategic management of a national highway network are covered in this paper (A*)
