A traffic-control transition is a set of steps used to notify, educate, and warn drivers about an impending traffic-control change, such as going from a 2-way to an all-way stop or changing a street from 1-way to 2-way. While most professionals are aware of informal procedures, few guidelines or standards have been included in recent updates to the Manual on Uniform Traffic Control Devices, the ITE's Traffic Engineering Handbook, or other recently updated references. This paper provides some attempts made to document the need for transition between different traffic controls, and also introduces some procedures as a starting point for a standard.
