In addition to safety considerations at highway worksites, construction and maintenance operations often have considerable effect on traffic movement with resulting congestion and delays.It is important to evaluate this impact in selecting the traffic control plan to be implemented.The needs for safety and efficiency for both the work operation and traffic flow must be fully considered. The need for additional guidelines for the use of traffic control devices at highway worksites is recognized. There currently are several research projects sponsored by the Federal Highway Administration (FHWA) and the National Cooperative Highway Research Program (NCHRP) which address this need.
