The rural technical assistance program (RTAP) has been established at universities across the country to assist local governments with transportation- related problems. This report discusses the continuation of the traffic data collection project at the Pennsylvania State University. It describes the equipment that was purchased, the computer systems that were selected, and the data reduction software that was used. See also B 28421.
