The purpose of the handbook is to provide professional engineers with a basic day-to-day source of reference on the principles and proven techniques in the practice of traffic engineering. The material presented is not intended to serve as a statement of a standard of practice, but rather as guidelines for the practicing professional engineer. Although not intended to serve as a textbook for higher education in basic or advanced traffic engineering. the handbook frequently and appropriately serves as a reference source for educators and students. Each section of the handbook includes a list of publications that should be consulted for further reading in a specific subject area. Continuing the precedent established by the first edition, this edition of the handbook provides a guide to the state of practice of the fundamental elements of the profession. Many of the chapters and topics cover subjects traditionally found in the handbook, but which are given a contemporary treatment to reflect the current state of the practice.
