Traffic environment improvement measures implemented by effectively combining the universal traffic management system and traffic demand management in Kawanishi City, Hyogo.

The purpose of this paper is to show ways to improve the traffic environment in the region of Kawanishi City and Inagawa Town (Kawabe-gun). These regions are urbanizing rapidly due to the swelling new-town population in the north of these municipalities, which neighbor Osaka Prefecture. Traffic volume and commercial facilities have been increasing accordingly. The traffic situation in this region has changed drastically and is no longer manageable by conventional methods alone. The Hyogo Prefectural Police Headquarters together with various concerned bodies has implemented an integrated project combining the Universal Traffic Management Systems (UTMS) and Traffic Demand Management (TDM), and carried out various traffic-demand reduction measures under this project.
