This paper deals with a traffic flow model which could be useful in an ITS highway monitoring and control system. A new modelling approach is proposed: in fact the traffic flow simulation is based on the stochastic description of the freeway system behaviour which is extracted from the real data collected by the pay-toll system. It may be useful in particular to define control strategies such as ramp metering and speed limitations. A model evaluation is also performed with reference to an application to a part of the Italian freeway network.
