Traffic laws and traffic enforcement are a feature of every motorised country and seek to limit the risks drivers mutually impose on one another. Safety regulations are only observed to the extent they are enforced. For New Zealand, the economic benefits of increased observance between voluntary and enforced compliance of three laws alone equals the costs of enforcement. Traffic law compliance should be the principal objective of traffic law enforcement, which is best influenced by a proactive approach involving publicity, public information and enforcement in optimal mixes.
