Samenvatting

The chapter on traffic management defines the subject as the utilization of personnel (traffic operations and enforcement), materials, and equipment along freeways, city streets, and rural highways to achieve safe and efficient movement of people, services, and goods. Traffic management draws together the various design elements set forth in other chapters for the purpose of achieving orderly and safe flow and combining the cooperation of the numerous agencies involved in traffic operations and law enforcement. One agency cannot carry out all the operational components of traffic management. For example, freeway incident management cannot be carried out only by the state highway department. Many agencies are involved in this area of traffic management (e.g. city traffic engineering, police, and fire departments). Also, planning is needed in advance to implement most of the traffic management activities so that personnel from all of the agencies involved know what needs to be done when the event occurs.
